Finance, Audit and Resource Committee

The Committee ensures that the Board is kept apprised of fiscal, resource and business issues that may impact the organization’s capacity to meet its strategic plan, mission or vision.

The Committee advises the Board on matters of finance and resource performance. This includes review and recommendation of annual budgets, operational and financial reports, the appointment of independent auditors, compliance with legal and regulatory requirements, review of strategy and actions to develop and support a healthy, safe and engaged workforce. 

Susan Harley

Board Chair

Susan Harley joins Horizon with over 35 years of senior leadership experience in marketing, operations, corporate governance, and business strategy/business development. She has led teams during times of strategic transition, both in Atlantic Canada and across Canada. She has a Business Administration degree and a Master’s in Business Administration degree from the University of New Brunswick. Susan has been a lifelong volunteer and community champion in and for New Brunswick.  She currently sits on several Boards — Chair of the Saint John Airport board, and member of the Chartered Professional Accountants of Canada, and the Royal College of Physicians and Surgeons of Canada boards. 
Susan brings her business and board experience, along with a high level of energy and commitment, to Horizon’s Board of Directors. Susan and her husband, Ted live in Rothesay, and enjoy the many outdoor activities the area has to offer – from golfing, to spending time of the river paddle boarding, kayaking and boating, to walking and exploring our beautiful province. They have two grown boys, David and Adam.

Mike Walton

Vice-Chair

Michael (Mike) Walton is the President and CEO of Lantic, a Canadian owned and operated natural sweetener company based in Montreal. He is responsible for the overall performance of the business, leading a team as they execute their vision of being a great organization to partner with, work for and invest in. His 40-year professional journey with Lantic began when he was a part-time student in the Saint John sugar refinery. Over the years, he held various progressive roles within operations, supply chain, sales, marketing ,and general management, gaining  a deep understanding for the complex dynamics of the global trade of sugar and maple. He is chairman of the Canadian Sugar Institute board (Toronto) and a  Board member of Lantic Inc. (Vancouver) and World Sugar Research Organization (London, England). He has served on the Board of Vestcor Inc. (formerly New Brunswick Investment Management Corporation) since 2005. During this time, he was a member of various Board subcommittees, was chairperson from 2013 to 2023 and will stay actively involved as a Board member until  the end of his term in 2024.
Mike has lived in Quispamsis his entire life and enjoys spending his free time with family and boating on the Kennebecasis river.

Carol Ostridge

Carol Ostridge is a Chartered Professional Accountant (CPA) with over 30 years of progressive financial leadership in manufacturing, supply chain, health care, and property management across Canada and the United States. She has led teams in accounting, internal controls, procurement, budgeting, forecasting, business case development, and strategic planning and is currently a Director of Financial Planning and Analysis with Irving Consumer Products. Carol was previously Treasurer for the United Way of PEI and Co-Chair of its Allocations committee. She is currently serving as Treasurer of the YWCA Moncton and volunteers with the Children’s Dyslexic Learning Centre NB in Moncton. Carol lives in Moncton with her husband, Kent and daughter, Marissa. She enjoys skiing, pickleball, travelling, and spending time with family.

Carol Reimer

Chair of Patient Safety and Quality Improvement Committee

Carol Reimer has experienced the health care system as a health care professional,  a patient, and an advisor. As co-owner and health care consultant of Verus Consulting, she has worked on projects regarding health care access in developing countries, funding models for health resources, rural health, cost-comparisons between models, health care resourcing, and community health. As a health educator, Carol has taught at the University of New Brunswick, facilitated online courses in occupational health and wellness, and taught personal care workers employed in the home health care field. Carol earned a Bachelor of Science in Nursing from the University of Alberta and completed a Master of Science in community health from the University of Calgary’s Faculty of Medicine. She maintains her registered nurse (RN) designation. Carol has previously served on a number of national and local board, both corporate and non-profit, and has served on Horizon’s Board of Directors for six years. Carol and her husband Ken live in Fredericton where they have raised their three kids. She enjoys creative cooking, participating in her community and keeping up with the latest Marvel movies.
