Susan Harley

Board Chair

Susan Harley joins Horizon with over 35 years of senior leadership experience in marketing, operations, corporate governance, and business strategy/business development. She has led teams during times of strategic transition, both in Atlantic Canada and across Canada. She has a Business Administration degree and a Master’s in Business Administration degree from the University of New Brunswick. Susan has been a lifelong volunteer and community champion in and for New Brunswick.  She currently sits on several Boards — Chair of the Saint John Airport board, and member of the Chartered Professional Accountants of Canada, and the Royal College of Physicians and Surgeons of Canada boards. 
Susan brings her business and board experience, along with a high level of energy and commitment, to Horizon’s Board of Directors. Susan and her husband, Ted live in Rothesay, and enjoy the many outdoor activities the area has to offer – from golfing, to spending time of the river paddle boarding, kayaking and boating, to walking and exploring our beautiful province. They have two grown boys, David and Adam.

Mike Walton

Vice-Chair

Michael (Mike) Walton is the President and CEO of Lantic, a Canadian owned and operated natural sweetener company based in Montreal. He is responsible for the overall performance of the business, leading a team as they execute their vision of being a great organization to partner with, work for and invest in. His 40-year professional journey with Lantic began when he was a part-time student in the Saint John sugar refinery. Over the years, he held various progressive roles within operations, supply chain, sales, marketing ,and general management, gaining  a deep understanding for the complex dynamics of the global trade of sugar and maple. He is chairman of the Canadian Sugar Institute board (Toronto) and a  Board member of Lantic Inc. (Vancouver) and World Sugar Research Organization (London, England). He has served on the Board of Vestcor Inc. (formerly New Brunswick Investment Management Corporation) since 2005. During this time, he was a member of various Board subcommittees, was chairperson from 2013 to 2023 and will stay actively involved as a Board member until  the end of his term in 2024.
Mike has lived in Quispamsis his entire life and enjoys spending his free time with family and boating on the Kennebecasis river.

Amanda Myran

Amanda Myran is proudly a citizen of the Dakota Nation, band member of the Birdtail Sioux Dakhóta Oyáte, born and raised in unceded and unsurrendered Wolastoqey homelands. She has family in Wotsak (Paul family) and Listuguj (Isaac family). She is passionate about Indigenous health, intergenerational healing, and community advocacy. Amanda received her Bachelor of Science in Nursing at Dalhousie University in 2013 and her Master of Nursing at the University of New Brunswick in 2019. With the guidance of Knowledge Carriers and community co-researchers, her thesis focused on learning the experiences and intergenerational healing work of descendants of Survivors. A Registered Nurse by trade, Amanda is presently the Health Services Director for the Wolastoqey Tribal Council Inc. (WTCI) and is a member of the technical team for Sankewitahasuwakon – the First Nations health and wellness transformation collaborative in New Brunswick. In these roles, she provides leadership, facilitates partnerships, and supports strategy to advance First Nations health priorities. Prior to this role in community, Amanda was the inaugural Piluwitahasuwin at the University of New Brunswick. Piluwitahasuwin is a Wolastoqey word gifted by Elder/Dr Opolahsomuwehs (Imelda Perley) meaning “one who promotes change in a good way toward truth.”  As the Assistant VP of Indigenous Engagement, she provided guidance to UNB’s TRC Strategic Action Plan through strengthening relationships with Wolastoqiyik, Mi’kmaq, and urban Indigenous peoples. Amanda brings a wealth of experience from serving on numerous committees and advisory groups, including the Assembly of First Nations Chiefs Committee on Health, Atlantic Policy Congress of First Nations Chiefs (APCFNC) Health Partnerships committees, Horizon’s Indigenous Liaison Committee (ILC), Wolastoqewi Nation Mental Wellness Team, and the Nurses Association of New Brunswick (NANB) Indigenous Advisory Circle. She resides in Oromocto with her beautiful family and can be found on the Atlantic powwow trail throughout the summer. She is a dancer and specializes in fancy shawl and jingle dress styles. She loves her pups, spending time with her friends and family, sewing regalia, participating in ceremonies, and teaching powwow dancing.  

Carol Ostridge

Carol Ostridge is a Chartered Professional Accountant (CPA) with over 30 years of progressive financial leadership in manufacturing, supply chain, health care, and property management across Canada and the United States. She has led teams in accounting, internal controls, procurement, budgeting, forecasting, business case development, and strategic planning and is currently a Director of Financial Planning and Analysis with Irving Consumer Products. Carol was previously Treasurer for the United Way of PEI and Co-Chair of its Allocations committee. She is currently serving as Treasurer of the YWCA Moncton and volunteers with the Children’s Dyslexic Learning Centre NB in Moncton. Carol lives in Moncton with her husband, Kent and daughter, Marissa. She enjoys skiing, pickleball, travelling, and spending time with family.

Carol Reimer

Chair of Patient Safety and Quality Improvement Committee

Carol Reimer has experienced the health care system as a health care professional,  a patient, and an advisor. As co-owner and health care consultant of Verus Consulting, she has worked on projects regarding health care access in developing countries, funding models for health resources, rural health, cost-comparisons between models, health care resourcing, and community health. As a health educator, Carol has taught at the University of New Brunswick, facilitated online courses in occupational health and wellness, and taught personal care workers employed in the home health care field. Carol earned a Bachelor of Science in Nursing from the University of Alberta and completed a Master of Science in community health from the University of Calgary’s Faculty of Medicine. She maintains her registered nurse (RN) designation. Carol has previously served on a number of national and local board, both corporate and non-profit, and has served on Horizon’s Board of Directors for six years. Carol and her husband Ken live in Fredericton where they have raised their three kids. She enjoys creative cooking, participating in her community and keeping up with the latest Marvel movies. 

Donna Redmond Gates

Chair of Governance, Nomination and Planning Committee

Donna Redmond Gates has acted as a strategic advisor to some of the top businesses and most innovative non-profits in the region. Working with a team of talented marketing and communications professionals, she helped grow Bonfire Communications into one of New Brunswick’s most respected marketing agencies. The company was acquired in 2022 and she is currently working with Inclusion NB as Senior Advisor in Stakeholder Relations. In 2022, Donna was named as one of Atlantic Canada’s Top 25 Most Powerful Women in Business. Her skills have proven to be complementary to the non-profit world. Donna has held senior roles in this sector, notably as Vice President of Philanthropy and Communications at the Heart and Stroke Foundation of New Brunswick, Vice President of the Saint John Regional Hospital Foundation, Executive Director of MindCare New Brunswick and Executive Director of Living Saint John, a community-based initiative to tackle generational poverty in the Port City. She is very active in her  community and is currently serving as the Vice Chair of Port Saint John, as well as a Director on both the YMCA’s Endowment And Operational boards. Donna lives in Quispamsis with her husband, Allan and their two sons.

Margaret Melanson

President and CEO

Margaret Melanson is the President and CEO of Horizon Health Network and in 2025, she was named a Top 50 CEO in Atlantic Canada by Atlantic Business Magazine for her pioneering and transformative work in people-centred care. She has held many prominent leadership roles within Horizon, including interim President and CEO, Vice President, Clinical Services and Vice President, Quality and Patient Centred Care. Previously, she was the Executive Director for the Saint John area, where she was responsible for clinical service delivery within acute care, among other responsibilities. She also has experience leading several clinical networks across all Horizon. Margaret has extensive clinical and administrative experience in the health care sector, having also previously served as Vice President of Clinical and Facility Support Services for the Atlantic Health Sciences Corporation, among other roles. She is also a Past President of Speech-Language and Audiology Canada, and the New Brunswick Association of Speech-Language Pathologists and Audiologists. Her educational background includes a Bachelor of Arts and Master of Science degrees from Dalhousie University, as well as an Executive Master of Business Administration.

Dr. Nachiketa (Nachi) Sinha

Regional Chief of Staff, Department of Psychiatry

Dr. Nachiketa (Nachi) Sinha has been practicing as a consultant psychiatrist in New Brunswick since 2006. Prior to that he graduated from Karnatak University in Dharwad, India in 2001, received his training in psychiatry at Cambridge Deanery, and worked at the Bedfordshire and Luton NHS Trust in the United Kingdom. He is an assistant professor with the Faculty of Medicine at Dalhousie University in Halifax, N.S., has an executive MBA in health care from the University of British Columbia’s Sauder School of Business, and is the author of an internationally recognized self-help book, Empowered and Strong. Dr. Sinha moved to the Moncton area in February 2016 and has been providing clinical services through his clinic on Mountain Road. Prior to this, he served the communities of Woodstock and Perth-Andover in the picturesque Upper River Valley. Some of his interests centre around providing equity in treatment and he is recognized nationally for his role in providing culturally appropriate psychiatric care to the First Nations communities of New Brunswick. Dr. Sinha has been active in initiating important changes to mental health delivery in New Brunswick and has a unique ability to bring different stakeholders together for a common goal. He played an instrumental role in the introduction of Community Treatment Orders (CTOs) in New Brunswick. Dr. Sinha is the current president of Horizon Health Network’s Medical Staff Organization, Medical Director of Addiction and Mental Health in the Moncton area, and treasurer and Executive Board Director of the New Brunswick Medical Society. He is also involved in multiple organizations provincially and nationally, including the role of president of the New Brunswick Psychiatric Association (NBPA) of which he was elected twice by his colleagues to the position of in 2015-16, and again in 2016-17. He also is a member of the Canadian Psychiatric Association (CPA) Board of Directors. Dr. Sinha has held several other prestigious positions such as former president of the Canadian Psychiatric Association in addition to being a former Board member of the CPA’s Board of Directors and Foundation and Chair of the CPA’s Council of Provinces. Dr. Sinha also served as the past treasurer of the New Brunswick Medical Society and, prior to being NBPA president, he was the association’s treasurer and played a crucial role in revitalizing the association and making psychiatry a relevant voice in the province. Dr. Sinha is a past, and only, psychiatrist member of Accreditation Canada’s Physician Advisory Committee, and was also involved in the Mental Health and Addictions Leadership Forum of the Government of New Brunswick. In 2018, Dr. Sinha was recognized by the Provincial Government of New Brunswick for his contributions to mental health care in the province and was inducted as Fellow of the Canadian Psychiatric Association in 2019, an honour which has only been bestowed on approximately 140 psychiatrists since the Association’s establishment in 1951. Dr. Sinha is of East Indian origin and is proud of his cultural heritage grounded in the principles of compassion, non-violence and equality. His ability to work and integrate with different cultures has allowed him to collaborate in varied settings over three continents. He is a team player and strongly believes in patient- and client-centred care. Dr. Sinha is a proud father to his beloved son and enjoys photography and writing in his spare time.
