Horizon launches 2025-2030 Strategic Plan to transform health care delivery through innovative solutions

(HORIZON) – Horizon Health Network (Horizon) has released its 2025-2030 Strategic Plan, Transforming Health Care Through Innovation to guide the organization in creating a better and healthier future for New Brunswickers. 

“Our new Strategic Plan will define our priorities, reinforce our commitment to excellent care, and set the course for a sustainable, high-performing and transformational health care system,” said Susan Harley, Horizon’s Board Chair. “This plan will build upon our previous work and outline how we will achieve our vision of providing exceptional care, every day.” 

“We know our health care system is constantly evolving and will face new challenges and opportunities over the next five years,” said Margaret Melanson, Horizon’s President and CEO. “Our Strategic Plan reflects a commitment to redesign the way we deliver health care, working in close partnership with our patients, clients and communities, and supported by our dedicated and highly skilled team of staff and physicians. Horizon will remain agile and adaptive as we work to meet the changing needs of New Brunswickers. With the continued support of the Government of New Brunswick, we are confident we can make our vision a reality.” 

The Strategic Plan is built on four strategic pillars: Transformative Community Care, Excellence in Hospital Care, Our People at Their Best and Trusted Partner in Research and Innovation. Together, these pillars are intended to design the health care system New Brunswickers need now and into the future, based on a foundation of quality and safe people-centred care.  

By 2030, Horizon is committed to achieving several key goals, including: 

  • Delivering equitable, transformative community care by ensuring all New Brunswickers in the communities Horizon serves are matched with a Family Health Team of multidisciplinary health care providers. 
  • Ensuring timely access to excellence in hospital care by achieving desired patient and client outcomes, and by reducing wait times for surgery, medical imaging and emergency care. 
  • Supporting the health care workers who care for New Brunswickers by empowering people at their best through healthy, safe and inclusive work environments and resources – allowing high-performing teams to excel, grow and do their jobs effectively. 
  • Becoming recognized as a trusted partner in research and innovation by enabling scalable, leading-edge solutions to deliver advanced patient care. 

Harley noted that Horizon’s Board of Directors worked closely with the organization’s senior leadership team to provide guidance and expertise in developing the Strategic Plan. The plan was shaped by engagement sessions and surveys completed by more than 1,400 staff and physicians, numerous consultation sessions with health care partners, community stakeholders and government partners, and a public survey completed by 214 New Brunswickers.   

“The input we received through this engagement process will guide our initiatives over the next five years,” said Harley. “We will continue to offer opportunities for New Brunswickers to provide their feedback and will report regularly on our progress as we advance and achieve our strategic goals.”  

Recognizing the importance of transparency and accountability to our patients, clients and the public, Horizon will share regular progress updates about the Strategic Plan at horizonnb.ca/strategicplan.
